It’s just a dinghy wooden trash collector. We have trash cans all over the place here and often take it for granted that they should be there.
Imagine if they were not implanted? Think of the fact that there are cities where heaps of garbage decorates its perimeters.

That is actually quite a tasteful looking rubbish bin. Ours are not anywhere near as decorative !
